The award falls under NIST's Science, Technology, Business and/or Education Outreach program (CFDA 11.620), which aims to stimulate technological innovation.

NetResilience will provide scalable, cost-informed resilience metrics and mitigation guidance for networked infrastructure against catastrophic risks. In Phase I, it will analyze static and cascading risks for water and power networks, and prioritize cost-effective resilience investments. Expected outcomes include a quantitative resilience assessment and mitigation method delivered as a consulting, licensing or software-as-a-service product. Initial customers include water utilities, the Army Corps of Engineers, and regional governments. No subrecipients are involved. Work will take place in Alexandria, Virginia from October 1, 2022 through March 31, 2023.

Description

Activities
Criticality sciences, INC., plan to complete the following objectives in phase i: 1. Apply the netresilience process to calculate standard or static risk for the multiple independently and jointly analyzed water and power networks in a single metropolitan area.2. Apply the netresilience process to estimate total dynamic and cascading risk for multiple independently and jointly analyzed water and power networks in a single metropolitan area.3. Apply the netresilience process to prioritize cost-effective network resilience mitigation investments for multiple independently and jointly analyzed water and power networks in a single metropolitan area.
Expected outcomes
Criticality sciences software tool, netresilience will provide scalable, affordable, widely applicable cost-informed resilience metrics, mitigation, and recovery guidance to achieve internal, cross-sector and community resilience against catastrophic cascade risk in networked infrastructure. With delivery as a consulting, licensing or saas service/product, the tool offers a quantitative resilience assessment and mitigation method that will contribute to reduced infrastructure incident costs in dollars and lives.
Intended beneficiaries
Initial customers include water utilities, the army corps of engineers, base/port officials, and regional governmental entities.
