About this award
The Department of Justice Office of Justice Programs Victims of Crime awarded Research Triangle Institute (RTI International) $599,919 through a Cooperative Agreement on October 1, 2025, to design and implement a prototype AI-powered adaptive form-builder platform that streamlines victim compensation applications across state programs.
The platform will reduce application completion time for victims and administrative review burden for state compensation staff by providing an intuitive interface that accepts submissions without requiring states to modify their underlying forms. RTI will execute three project phases: research and development, prototype development, and sustainability and expansion planning. Georgia, Montana, and New Hampshire serve as pilot sites, selected for the diversity of their state compensation processes, application rates, and existing form architectures—enabling proof-of-concept validation across different state contexts. At project conclusion on September 30, 2028, RTI will deliver customized prototype versions for use in all three pilot states and a plan for expanding the platform nationwide.
Work is performed in Research Triangle Park, Durham, North Carolina. The award falls under the Crime Victim Assistance/Discretionary Grants program (CFDA 16.582), which funds the development and expansion of victim service programs.
Description
To address the current challenges and inefficiencies in the victim compensation process, this project will create and implement a prototype platform that leverages AI and adaptive form-builder technologies. The platform will provide an intuitive interface that enables victims to easily complete and submit applications without requiring states to adjust their underlying forms. IT will simultaneously reduce the time and effort compensation administrators spend on reviewing and adjudicating applications. The project involves three stages: research and development, prototype development, and sustainability and expansion. Initially, RTI proposes working with georgia, montana, and new hampshire, because their state compensation processes, application rates, and type of forms currently used provide varied examples that would provide proof-of-concept that the system works across different state contexts. At the end of the project, RTI will provide a customized prototype version of the platform for use in three states, as well as a plan for expansion of the platform to other states.
