About this award

The Environmental Protection Agency (EPA) Region 10 awarded the Lummi Indian Business Council a $700,000 cooperative agreement under the Geographic Programs - Puget Sound Protection and Restoration: Tribal Implementation Assistance Program (CFDA 66.121) effective October 1, 2025, through September 30, 2030. This award funds the Lummi Nation's continued participation in the Puget Sound Partnership's governance and recovery initiatives, with staff representation on the Leadership Council and Salmon Recovery Council. The agreement supports the tribe's engagement across multiple critical committees and working groups, including the Puget Sound Ecosystem Monitoring Program Steering Committee, Northwest Indian Fisheries Commission, Tribal Management Conference, San Juan and Whatcom Local Integrating Organizations, and habitat, stormwater, and shellfish strategic initiative workgroups. These activities advance the Puget Sound Comprehensive Conservation and Management Plan recovery goals by integrating North Puget Sound tribal knowledge into ecosystem management and recovery metrics.

Deliverables under the cooperative agreement include a summary document detailing the tribe's leadership contributions, achieved milestones, and positive environmental outcomes, along with semiannual financial and ecosystem accounting tracking system reports submitted to the EPA Project Officer. Expected outcomes include sustainable ecosystem health supporting salmon runs that meet treaty reserved fishing rights, approved shellfish growing areas, and improved community health for Lummi Nation members and surrounding communities. No subawards are included in this assistance agreement.
