About this award
The Department of Health and Human Services Substance Abuse and Mental Health Services Administration awarded $1.559712 million to Guam Behavioral Health & Wellness Center under the Block Grants for Community Mental Health Services program (CFDA 93.958) on October 1, 2025.
GBHWC, the sole state mental health agency for Guam, receives this block grant to provide comprehensive community mental health services to adults with serious mental illness and children with serious emotional disturbance. The grant funds services delivered through community mental health centers, psychosocial rehabilitation programs, mental health peer-support programs, and consumer-directed mental health programs. Up to 5 percent of grant funds may be used for grant administration. Statutory requirements prohibit use of funds for inpatient services, cash payments to intended service recipients, land or facility purchase or construction (except minor remodeling), or major medical equipment acquisition. GBHWC must maintain not less than the amount expended in fiscal year 1994 for children's services and must set aside 10 percent of the allocation for evidence-based programs targeting individuals with early serious mental illness, including psychotic disorders.
Performance runs through September 30, 2027, with place of performance in Barrigada, Guam. The assistance type is block grant, with each allotment available for obligation and expenditure during the fiscal year of allotment through the end of the subsequent fiscal year.
