SCOPE OF WORK: The contractor shall provide all material, labor, equipment and supervision required to accomplish the following: GENERAL DESCRIPTION: The Contractor shall excavate / remove vegetation and sediment not to exceed culvert depth accumulated in the canal ditch. 1. Start excavating at lowest point (AS5019) end of Perimeter Rd to White St (AS120) to include two small sections indicated on the reference map (approximately 1.7 miles). DETAILED REQUIREMENTS AND SPECIFICATIONS: 1. Contractor must comply within the Decision Memorandum ER-10-229-DM (see attachment 2). 2. Remove vegetation and sediment back to original grade. 3. All removed sediment shall be staged and dried and then hauled to the Base Landfill for disposal in accordance with Special Instructions. 4. Clear vegetation on both sides of the ditch to where grass cutting contractor begins. 5. Vegetation that is mulched shall be discarded in a manner ensuring not to leave in piles or discard into drainage ditches. 6. Remove and properly dispose of any trash, garbage, paper, plastic, glass, wood, metal and concrete debris from inside of, near, or around the trash rack, inlet and outlet structures, safety benches, aquatic shelves, slopes, embankments, spillways, weirs, forebays and mainbays. 7. Before beginning clearing or cleaning operations, the contractor shall block off with a physical barrier, such as extended saw horses or caution tape, at all entry points to the work area to keep personnel from being exposed to the clearing and cleaning operations. Signs shall be posted at the barriers warning personnel that the area is closed for maintenance. While working on gravel areas, the contractor shall provide personnel to direct traffic around the work area. The contractor shall provide traffic control (i.e. cones, flagman, signs, etc.) sufficient to prevent injury to personnel, damage to property, and allow for safe flow of traffic. Notify the Base Provost MarshallaEURs Office (PMO), 451-3004/3005, prior to detouring or re-routing traffic. 8. All grounds disturbed by the contractor shall be repaired by filling with clean topsoil, raking, and reseeding with Coastal Lawn Mix applied at a rate of 50 pounds/acre. Disturbed areas include but are not limited to ruts, holes, gouges, scrapes, scratches and tire tracks. 9. Contractor shall remove all trash that is laying within areas where work is being performed on a daily basis. The contractor shall clear all dirt, pine straw, and debris over the length of the entire trail and all debris that will interfere with future mowing operations. No equipment or material shall be stored on the work site without specific permission from the project manager or the performance assessment representative (PAR). The contractor shall ensure that all areas and systems contiguous to the work site remain undisturbed, or are returned to its original condition and operation as soon as practical. 10. SPECIAL INSTRUCTIONS: Vegetation that cannot be mulched shall be weighed at the Base Sanitary Landfill located on Piney Green Road and delivered to the Recycling Center on Piney Green Road (across from the Landfill). THIS IS A SOURCES SOUGHT NOTICE ONLY. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential offerors for market research purposes and to determine whether to set-aside the requirement for small business concerns for the upcoming Request for Proposals (RFP) for: MCAS Excavate Veg Canal Street. Naval Facilities Engineering Command Mid-Atlantic is specifically seeking HUB Zone Small Businesses, 8(a) Small Businesses, Service Disabled Veteran Owned Small Businesses, Women Owned Small Businesses, Economically Disadvantaged Women Owned Small Businesses, or other Small Businesses with current relevant qualifications, experience, personnel, and capabilities to perform the proposed requirement. The work includes, but is not limited to, excavate and remove vegetation and sediment not to exceed culvert depth accumulated in the canal ditch. Procurement Method: Simplified Acquisition Procedures The North American Industry Classification System (NAICS) Code for this procurement is 561730 All Other Support Services and the annual size standard is $7.5 million. This is a new requirement. The contract term will be 120 days after contract award date. Interested business concerns should, as early as possible but not later than 5 days of this notice, indicate interest in the acquisition by providing to the contracting office evidence of capability to perform and a positive statement of eligibility as a concern. Information on any subcontracts shall be included with the capability statement or the statement of interest will not be considered.
