(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is 75N95019Q00086 and the solicitation is issued as a Request for Quotation (RFQ) on a Full and Open competitive basis. This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures; FAR Subpart 13.5- Simplified Procedures for Certain Commercial Items; and FAR Part 12-Acquisition of Commercial Items and is expected to exceed the simplified acquisition teshold (SAT) of $250,000.00. (v) Background The National Institutes of Health (NIH) is the nation's leading medical research agency and the primary Federal agency whose mission is to seek fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce illness and disability. The National Center for Advancing Translational Sciences (NCATS) is a translational science center whose mission is to catalyze the generation of innovative methods and technologies that will enhance the development, testing and implementation of diagnostics and therapeutics across a wide range of human diseases and conditions. The NCATS Chemical Genomics Center (NCGC) is tasked with identifying and developing novel small molecule leads against a wide spectrum of human disease targets, which it accomplishes by screening thousands of small molecules in collaboration with both intra-and extramural researchers. In pursuit of this goal, the Center has a strong internal transdisciplinary team of scientists who continually discover novel small molecules for application against a wide range of human diseases. As such, discovering probe molecules that could serve as starting points for therapeutics in rare cancers is of great interest within NCATS. NCATS has several projects that address many aspects of oncology mechanisms and approaches to discovering novel, effective small molecules. The services requested here are for a service contract for instruments that will provide insight on efficacy across many cancers and will help progress and provide critical scientific guidance on projects that NCATS has been working on for many years. Purpose and Objective: The purpose of this requirement is to obtain one (1) 12-month maintenance and support service contract, including two (2) additional 12-month performance periods as option years, on the existing, government-owned LabCyte Echo 555, E5xx-1468, Echo 550, E5xx-1575, Echo 525, E5xx-1761, Echo 525, E5xx-1777, and Access-1407 manufactured by Labcyte, Inc., located at 170 Rose Orchard Way, San Jose, CA, 95134, in accordance with the essential features described in this notice. Service shall be performed by OEM-certified technicians fully trained with up-to-date current requisite Manufacturer-authorized training on this equipment. The Echo fully-automated robotic workstations are capable of performing cherry-picking, dose-response (in both single and multiple agent fashion), reformatting and replication of compound libraries using acoustic dispense technology into SBS-standard microplates and ensure they are always operational. The systems are key essential tools in the NCATS operation; therefore, it is necessary they are operating correctly with as little down time as possible. Parts and accessory items must be compatible with the existing equipment. The authorized service provider MUST receive up-to-date factory-certified manufacturer-authorized training and be able to consistently meet the required turnaround time for system resolution. The service requirement on the subject equipment shall include labor, travel expenses and parts (excluding consumables), and consist of the following: One annual preventative maintenance visit. Unlimited phone, email, and remote support sessions. All parts, site labor, zone charges and per diem charges. Software bug fixes for Echo user interface software and applications software. The initial service response time is not to exceed (8) business hours. The onsite service response time will not exceed (3) business days after all remote diagnostic sessions have been exhausted and both parties agree a service visit is required. Instrument eligibility: 1-6 years post manufacturing date. All parts and services retain a (90) day warranty from the date of installation. Instrument recertification is required if the service contract has lapsed. Product Description: Statement of Work: Independently and not as an agent of the Government, the Contractor shall furnish all the necessary services, qualified personnel, material, equipment, and facilities, not otherwise provided by the Government as needed to perform the following tasks. Specifically, the Contractor shall provide an authorized service provider with current up-to-date factory-certified training to provide certified OEM technicians to perform preventive maintenance and operation service protection on the subject equipment. Documentation shall be provided by the vendor to show they completed the preventive service on the equipment and left with the COR or POC with service ticket that briefly details the work performed during the service visit to the POC for signature and a copy of the ticket is to be left with the POC. The reports will cover any problems encountered, problem resolution, unresolved problems, software updates, and any miscellaneous issues observed. A detailed written report of any service and\or preventative maintenance should be submitted to the Contracting Officer's Representative, or a delegated entity, within 24 hours of service being completed. This requirement must be performed by a manufacturer-authorized, OEM-certified field service engineer possessing the requisite manufacturer-authorized training to ensure proper manufacturer's proprietary software and hardware functioning. During service visits, NCATS will provide access to the facility, as well as access to the cell culture system. The Contractor will perform the necessary service requests at no additional cost beyond the cost of the annual service contract and access to OEM hardware engineers for advice, help and assistance during core hours. The field service engineer will provide documentation outlining the performance attributes of the cell culture system and components being serviced. Maintenance and support service shall be performed by a manufacturer-authorized service provider from an OEM-certified technician. Parts and accessory items must be compatible with the subject equipment. NCATS operates the subject equipment at 9800 Medical Center Drive, Rockville, MD 20850 and has provided high quality optimization of measures in many labs across the Center. Period of Performance The Period of Performance shall be effective one 12-month base including two (2) additional one-year performance periods as options, as follows: Base Year: June 1, 2019 tough May 31, 2020 Option Year One (1): June 1, 2020 tough May 31, 2021 Option Year Two (2): June 1, 2021 tough May 31, 2022 Government Responsibilities NCATS will release the funds for payment quarterly in arrears. The following is provided as an addendum to FAR clause 52.212-1, Instructions to Offerors: Offerors should indicate an estimated delivery time in full after receipt of material to be tested. (vii) The provision at FAR clause 52.212-2, Evaluation - Commercial Items, applies to this acquisition. The following is an addendum to 52.212-2: Responses received to this RFQ will be evaluated on a Trade-Off basis. The award will be made on a competitive best value basis, using "tradeoff" among price-cost and non-price-cost factors. The Government may elect to award to other than the lowest priced offeror, or other than the offeror with the highest rated non-price-cost proposal. In either case, a tradeoff will be conducted. The government reserves such right of flexibility in conducting the evaluation as necessary to assure an award with the contractor providing the best value to the government. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Price is an unscored component. Technical Evaluation criteria when combined are significantly more important when compared to price. Each quotation will be evaluated in strict conformity with the evaluation factors, utilizing written critiques. The evaluation will be based upon the demonstrated capabilities of the prospective contractor in relation to the needs of the project as set forth in the RFQ and will use an adjectival evaluation rating scheme based on the following responses: Excellent (Risk level: Very low); Good (Risk level: Low); Acceptable (Risk Level: Neutral); Marginal (Risk level: High); Unacceptable (Risk level: Very high). The following factors shall be used to evaluate offers, listed in order of relative importance: 1.)
