(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is 75N95019Q00066 and the solicitation is issued as a Request for Quotation (RFQ) on a Full and Open competitive basis. This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures; FAR Subpart 13.5-Test Program for Certain Commercial Items; and FAR Part 12-Acquisition of Commercial Items and is expected to exceed the simplified acquisition teshold of $250,000.00. A Fixed-Price type of contract is contemplated for any resulting contract entered as a result of this solicitation. (iii) The solicitation document and incorporated provisions and clauses are those in effect tough Federal Acquisition Regulation (FAR) Federal Acquisition Circular (FAC) Number/Effective Date: 2019-01 / 01-22-2019. (v) Background The National Institutes of Health (NIH) is the nation's leading medical research agency and the primary Federal agency whose mission is to seek fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce illness and disability. The National Center for Advancing Translational Sciences (NCATS) is a translational science center whose mission is to catalyze the generation of innovative methods and technologies that will enhance the development, testing and implementation of diagnostics and therapeutics across a wide range of human diseases and conditions. NCATS is equipped with several acoustic dispensing instruments. These instruments can transfer small volumes of liquid (in the nL range) from a source plate to a destination of plate of any well density. These capabilities have enabled the establishment of Matrix screening where multiple compounds or drugs are screened against one another in a dose response fashion. Over time this has become a standard method of screening at NCATS and is one of the core technologies provided by the Research Service and Support (RSS) group. The adoption of acoustic dispensing has grown beyond just being used for Matrix screening to a variety of other applications, increasing the need for a diverse set of instruments to keep up with the growing demand. This demand became even more pressing upon completion of the NIH Small Molecule Repository contract (HHSN271201200003I) with the work previously being performed by Evotec Inc. and now becoming the responsibility of NCATS. A key piece of equipment put into use during the contract was a LabCyte Echo acoustic dispenser which has now become a critical component of a variety of RSS operations involving the creation of assay ready plates. This growing demand has led to the need for additional acoustic dispensers not just for assay ready plates but to be used as a general laboratory instrument for assay development projects beyond just being used to dispense small molecules solubilized in DMSO but nearly any aqueous media. Purpose and Objective: The purpose of this requirement is to obtain one (1) High-toughput tube-enabled system with Liquid Handlers and barcode readers and accessories on a BRAND-NAME-OR-EQUAL basis to the Echo655T and Echo655 and accessories manufactured by Labcyte, Inc located at 170 Rose Orchard Way, San Jose, CA, 95134. Product Description: Products offered must include those salient physical, functional, or other characteristics that are deemed essential in meeting the government's needs. Specifically, the following are considered the salient characteristics for this requirement: 1. Capable of dispensing directly from storage tubes which are acoustically qualified. 2. Supports a variety of reagent types; including DMSO, PCR and qPCR reagents, synthetic biology reagents, NGS reagents, primers and probes, cell culture media, proteins, nucleic acids, up to 50% glycerol, serum, plasma, antibodies, enzymes, and protein crystallography reagents. 3. Not require any reagent specific calibration. 4. Transfers multiple fluid types and volumes from one plate into another plate enabling rapid assay creation from one source plate. 5. Capable of up dispensing over 750,000 samples/day. 6. Must be a completely non-contact dispenser; not requiring tips, nozzles, or pin tools during fluid transfer eliminating the possibility of samples adhering to the tips, tip carryover, or tip leachates entering the sample. 7. Transfers samples acoustically from a source plate to an inverted destination plate transferring reagents in One-well-to-one-well for plate replication in 384 and 1536 well patterns; One-well-to-many-wells for distributing solutions to destination plates containing 1 - 3456 wells or target locations; Any-well-to-any-well enabling cherry picking, hit picking, and reformatting of solutions to destination plates containing 1 - 3456 wells or target locations. 8. Capable of continuous 24/7 operation. 9. Includes Echo expansion software, or equivalent, for cherry picking and IC50 via a standard, non-custom interface with ability to manipulate cherry picking. Covered by the manufacturers basic warranty in accordance with standard commercial warranty practice, including inside delivery after receipt of an order and installation and training. Offerors must indicate if any applicable extended warranty coverage is only offered at time of purchase in accordance with the Offeror's standard commercial practice, or if warranty may be tendered on an optional year basis, priced on a per annum basis, for a total contract warranty period term not to exceed five (5) years. If Offeror's standard commercial warranty is less than five years, offeror shall also include pricing for extended warranty coverage/preventive maintenance, for a total period of up to five (5) years. In accordance with FAR Clause 52.217-7 OPTION FOR INCREASED QUANTITY-SEPARATELY PRICED LINE ITEM, the following optional quantities are applicable to this requirement. All new Echo units and Application Software packages come with a full one-year warranty. The following are for 3 additional service contracts on all new Echos, Access Workstations and Application Software (3 x Echo 655, 2 x Access Workstations, 1 x Echo 655T, EDR and EPR x4) as optional quantities to extend the term of the warranty. 9.00 LSA-555-Gold Term: 1 Year Includes the following: One annual preventative maintenance visit. Delivery, Inspection and Acceptance: Offerors should indicate an estimated delivery time in full after receipt of an order and any other training or factory warranty schedules in accordance with standard commercial practice, or as applicable. Inspection and acceptance will be performed at a Government facility located at 9800 Medical Center Drive, Rockville, MD 20850. The Government expected build time and delivery is 84 days after contractor receipt of any contract resulting from this solicitation. (vi) The provision at FAR clause 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition. The following is provided as an addendum to FAR clause 52.212-1, Instructions to Offerors: Installation and any onsite training should be quoted on separate line items. Responses received to this RFQ will be evaluated on the basis of Lowest Price Technically Acceptable (LPTA). Offeror's submitting a response must provide a completed Price Quote to be evaluated and considered for award. Price quotes must indicate fixed unit pricing and total cost, including shipping cost and estimated time of delivery after receipt of order, and warranty and training considerations. Responses will be evaluated based on contractor's ability to meet the government's SALIENT CHARACTERISTICS stated in this notice and on ability to deliver required supplies. Responses to this solicitation must include clear and convincing evidence of the Offeror's capability of fulfilling the requirement as it relates to the essential government requirements stated in this solicitation. Under the lowest-price technically acceptable (LPTA) process, Offerors' will be determined to be "technically acceptable" or "technically unacceptable" based on an evaluation of responses against the following factors to determine if, as submitted, the proposal is technically acceptable. (1) Technical Capability: Offerors shall clearly indicate possessing the capability to achieve the essential salient characteristic features of this requirement. The Offeror must indicate in its quotation the ability to provide all of the requirements. The Offeror must indicate in its quotation the ability to meet the delivery requirements. Offerors submitting a response with documented technical specifications and evidence of possessing the technical knowledge, qualifications and capability and management structure needed in successfully achieving this requirement will be determined to be technically acceptable. (2) Corporate Experience: Demonstrated capability to accomplish contract requirements and extent of relevant experience in the areas covered by the Purchase Description. The Government shall evaluate quotations based on projects that are similar in size, scope, and complexity to the requirements contained in this solicitation.
