This is a SOURCES SOUGHT NOTICE in support of the Small Business Administration, Denver, Colorado, for market research purposes only to determine the availability of potential businesses with capabilities to provide the services described below. Responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. All responses due by September 4, 2019 at 12pm MST. THIS IS NOT A SOLICITATION, IF A SOLICITATION IS ISSUED IT WILL BE ANNOUNCED AT A LATER DATE, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. The Capabilities Statement for this sources sought is not expected to be a Request for Quotations, Request for Proposals or Invitation for Bids, nor does it restrict the Government to an ultimate acquisition approach, but rather the Government is requesting a short statement regarding the company's ability to provide the requirement below. Any commercial brochures or currently existing marketing material may also be submitted with the capabilities statement. Submission of capabilities statement will assist our office in tailoring the requirement to be consistent with industry standards. The database shall be continually updated so that the list is correct, and it shall be able to target media that cater to small business constituencies and disaster survivors. The database shall allow users to develop customized media lists and employ those lists to allow unassisted press release distribution tough contractor's e-mail system. Additionally, the provider shall conduct media monitoring, analytics (examples of analytics could include, but are not limited to Google Analytics, Social Media Metrics, and more) and media reports to determine historical performance of ODA material and trends related to the ODA program. The provider shall conduct training when requested, offer user manuals to subscribers at ODA, and offer a toll-free support line for users. The vendor shall provide ODA service for up to 50 registered users/subscribers in SBA Headquarters in Washington, DC and Disaster Field Operations Centers located in Atlanta, GA and Sacramento, CA who create lists and share them with other government staff. The vendor shall provide a daily national sweep of all media that have a presence, with a specific focus on disaster assistance, as well as and state, local, and tribal outlets on the Internet, collect such e-clippings based on a customized list of words and/or pases, and deliver them in an easy-to-use daily, early AM e-mail with hot links, which can be provided by the SBA Press Office to a limited list of other users in the agency. The e-clippings stories so collected should also be accessible on the vendor's Website. The vendor shall also provide a wire service distribution of press releases to media across the country, segmented by geography, media type and interest area.
