Required capabilities include insurance industry information such as market share, reinsurance activity, investment portfolios, and loss reserves; pre-built and customizable reporting tools; analytical functionality including peer group selection, company ranking, loss reserve analysis, and reinsurance analysis; current and historical organizational and ownership information; secure web-based access with data export functionality compatible with Microsoft Office formats; customer support; training resources; and compliance with Section 508 accessibility requirements. The Government anticipates approximately five authorized users and requires data coverage dating back to at least calendar year 2015 with regular updates. The service must maintain at least 99 percent availability and respond to searches and queries within commercially reasonable timeframes.
The contract is firm-fixed-price for one award with a base period of twelve months (September 29, 2026 through September 28, 2027) and four optional twelve-month periods, with anticipated award on September 29, 2026. Evaluation uses Lowest-Priced Technically Acceptable methodology with no tradeoff between technical factors and price. The NAICS code is 519290 (Web Search Portals and All Other Information Services) with a small business size standard of 1,000 employees.
