Full Line Food Distribution for Missouri and Illinois Regions
The Defense Logistics Agency Troop Support Subsistence has awarded a contract modification to US Foods Salem under a limited-sources justification to extend the Subsistence Prime Vendor contract SPE300-21-D-3317 for an additional 364 days through September 18, 2027, increasing the maximum dollar value by $67,625,878.17 from $245 million to $312,625,878.17.
The justification cites 10 U.S.C. 3204(a)(1) and rests on the rationale that required foodservice supplies are only available from the current contractor within the required timeframe, and award to any other source would result in unacceptable delays. The extension provides sufficient time to conduct a competitive follow-on procurement with up to a 120-day ramp-up period and establish a complete Subsistence Total Order and Receipt System electronic catalog. US Foods Salem originally won this IDIQ fixed-price contract with Economic Price Adjustment clauses on a competitively awarded basis on September 26, 2021. The contract currently operates in its second tier period, which began September 24, 2024, following the initial 36-month Tier 1 period and 24-month Tier 2 structure. The SPV provides full-line food and beverage support—including chilled products, semi-perishable items, frozen fish, meat and poultry, prepared foods, dairy products, and beverages—to authorized DLA customers in the Eastern Missouri and Illinois regions. A follow-on solicitation was issued on September 19, 2025, on a full and open competition basis. The complete justification will be available for public inspection within 14 days following the modification.
