SP0600-98-D-5880 OPERATION OF FUEL SUPPLY FACILITIES
The Defense Logistics Agency Energy intends to award a seven-month bridge contract modification to TRC Government Services, LLC on a sole-source basis for operations and fuel storage services at Fort Bragg, North Carolina, with an extension value of $267,103.34.
The justification cites 10 U.S.C. 3204(a)(1) and FAR 6.302-1(a)(2), only one responsible source. DLA Energy posted an Intent to Sole Source Synopsis to SAM.gov from November 25, 2025 through December 15, 2025, which generated three responses; all three respondents were determined to lack sufficient fuel service experience and inability to meet performance standards within the required timeframe. The contracting officer determined that TRC possesses the only retail fuel facilities on Fort Bragg capable of providing uninterrupted fuel services without substantial duplication of costs or delays. A new contractor would require preparation time to acquire infrastructure, permits, and trained personnel, creating risk of mission-critical service gaps. The contract covers fuel storage, dispensing, operation, maintenance, and management services at three contractor-owned, contractor-operated facilities: the 82nd Airborne Division area facility, the alternative fuels facility adjacent to the 82nd Airborne Division, and the Material Management Division facility. The extension period runs from October 1, 2027 through April 17, 2028. Award is anticipated in November 2026, with a follow-on competitive solicitation (SPE603-26-R-0526) expected to be available via SAM.gov. The original contract was competitively awarded on April 17, 1998 to Wilbros Engineers, Inc., and was novated to TRC Government Services, LLC on January 3, 2017.
