TASK ORDER NO. NND13AD73T U.S. COMMERCIAL REUSABLE SUBORBITAL VEHICLE MARKET-DEMAND MODEL AMPLIFICATION AND VALIDATION TO GAIN MARKET INSIGHT, THE FLIGHT OPPORTUNITIES PROGRAM (FOP) HAS TASKED THE AEROSPACE CORPORATION TO DEVELOP A MODEL BASED ON THE ECO-PHYSICS OF LAUNCH, FOR CHARACTERIZING MARKET DEMAND FOR SUBORBITAL REUSABLE LAUNCH VEHICLES (SRLVS). SPECIFICALLY, AEROSPACE DEVELOPED AN SRLV DEMAND/SUPPLY FORECASTING MODEL BASED ON HISTORIC TRANSPORTATION SYSTEM TECHNOLOGY AND PRICE TRENDS, ESTIMATES OF FUTURE MARKET CAPTURE RATES AND TRIP PRICES BASED ON VEHICLE SPEED (SUBSONIC TO HIGH-HYPERSONIC), CARGO CAPACITY, RANGE, AND, WHERE APPLICABLE, PASSENGER COUNT. OTHER TECHNOLOGY-BASED PARAMETER PREDICTIONS INCLUDE SAFETY, DEVELOPMENT AND RECURRING VEHICLE COSTS, TEST PROGRAM REQUIREMENTS, FLIGHT RATES, AND OPERATIONS AND MAINTENANCE COSTS. A GRAPHICAL DECISION DASHBOARD COMPARES AND RATES PREDICTED VEHICLE PARAMETERS AGAINST THE MOST SUCCESSFUL FLIGHT SYSTEMS IN THE LAST CENTURY. THE MODEL COMBINES PHYSICS, PERFORMANCE, TECHNOLOGY, TIME, ECONOMICS, AND MARKET PARAMETERS INTO AN INTEGRATED MANAGEMENT DECISION TOOL. THIS MODEL WILL BE USED BY NASA FOP TO EVALUATE FUTURE FLIGHT PROVIDER PROPOSALS. TASKS UNDER THIS DELIVERY ORDER WILL SERVE TO EXERCISE AND IMPROVE THE MODEL FIDELITY FOR ANALYSIS OF THE SUBORBITAL MARKET, FOCUSING ON MARKET DEMAND AND TEST READINESS.
