About this award

This is a firm fixed-price delivery order awarded by the Naval Facilities Engineering Command (NAVFAC) to Niking Corp, a minority-owned, woman-owned small business (WOSB), for the design-build of grid-tied photovoltaic power systems on five buildings at Pearl Harbor, Hawaii. The $15,917,670.58 contract has a performance period of 545 calendar days and is not set aside. The project will install photovoltaic systems with an anticipated minimum aggregated capacity of 2.47 megawatts-peak (MWp) DC and 1.85 megawatts (MW) AC, producing at least 3.4 gigawatt-hours (GWh) of energy in the first year of operation. Niking Corp is an experienced federal contractor, holding several Indefinite Delivery/Indefinite Quantity (IDIQ) contracts with the Navy, Army Corps of Engineers, and Department of the Interior.

Description

Recoveryproject#::RM09-1363::RP# install photovoltaic systems, oahu, HI this project will consist of design-build of grid-tied photovoltaic power systems on the roof top of buildings 150, 1684, 654, 631 and 617. The design life of the system shall be at least 20 years in corrosive environment. The PV power systems shall produce a minimum aggregated energy output of 3.4 GWH during the first full year of operation and shall produce aggregated annual output equal to and at least 80% of the first year target for the remainder of its twenty-year life. IT is anticipated that the aggregated system will contain PV panels/modules with output capacity of at least 2.47 MWP DC based on standard test condition (STC) and will provide at least 1.85 MW AC of continuous power during peak daylights hours peculiar to the crnh locations. The output from each of the PV power systems shall be designed to be the same AC voltage, waveform, and frequency as, and will be distributed via isolation transformer to, the nearest facility grid power panel. The PV power systems shall meet all current NEC and UL requirements, and designed in accordance with the current naval facilities engineering command hawaii (NAVFAC-HI) public works utilities criteria. Complete the entire work ready for use 545 calendar days after the notice to proceed.
