Added: Aug 01, 2013 10:33 am NOTICE OF CONTRACT ACTION (NOCA):The Air Force Life Cycle Management Center (AFLCMC), Cryptologic Systems Contracting Division (AFLCMC/HNCK), Lackland AFB, San Antonio TX, intends to award on a sole source basis a firm-fixed-price indefinite-delivery indefinite-quantity (IDIQ) type contract for the production of a ACTS (AEHF COMSEC TRANSEC SYSTEM) hardware supporting the AEHF (Advanced Extremely High Frequency) Program.The proposed contract action will have a five- year ordering perifaod to procure various quantities of KGV-136B, KGV-136C, KGV-136R, VPC-B, VPC-XB, VPC-XC, VPC-BIP, Crypto Recovery Key, and Annual Maintenance CD. The place of contract performance will be L-3 Communications East, 1 Federal Street, Camden, NJ. 08103, CAGE CODE: 11447.The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source IAW 10 U.S.C. 2304(c) (1) as implemented by FAR 6.302-1, only one (1) responsible source. An AFLCMC ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsman concerned parties should first address their concerns, issues, disagreements, and/or recommendations to the Contracting Officer for consideration. This RFI is published only to encourage interested Commercial Business parties capable of providing technical support for use by the Electronic Systems Center, Cryptologic Systems Division, Space COMSEC Branch (HNCS), Lackland Air Force Base, Texas, for planning purposes only. Added: Dec 09, 2011 12:52 pm NOTICE OF PROPOSED CONTRACT ACTION (NOPCA): The Electronic Systems Center, Cryptologic Systems Contracting Division (ESC/HNCK), Lackland AFB, San Antonio TX, intends to award on a sole source basis a firm-fixed-price requirements-type contract for the production of ACTS (AEHF COMSEC TRANSEC SYSTEM) hardware supporting the AEHF (Advanced Extremely High Frequency) Program. The proposed contract action will have a five- year ordering period to procure various quantities of CLIN 0001 KI-54, CLIN 0002 KI-56, CLIN 0003 KGV-136B, CLIN 0004 KGV-136C, CLIN 0005 KGV-136R, CLIN 0006 VPC-B, CLIN 0007 VPC-XB, CLIN 0008 VPC-C, CLIN 0009 VPC-XC, CLIN 0010 VPC-BIP. The ACTS hardware was developed by the Original Equipment Manufacturer (OEM) L-3 Communications East, 1 Federal Street, Camden, NJ. 08103, CAGE CODE: 11447. The ACTS hardware was developed as a propriety product in support of the AEHFCommunications Security (COMSEC) hardware. The place of contract performance will be L-3 Communications East, 1 Federal Street, Camden, NJ. 08103, CAGE CODE: 11447. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source IAW 10 U.S.C. 2304(c) (1) as implemented by FAR 6.302-1, only one (1) responsible source. The Air Force's lack of complete specifications, schematics/drawings and parts lists precludes use of Full and Open Competition procedures to satisfy this requirement. L-3 Communications East is the only vendor known to the Air Force capable of producing the ACTS hardware, because as the OEM it has the required engineering knowledge, expertise, and complete drawing package to do so. An ESC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition.
