This Request for Information (RFI) is in accordance with the Federal Acquisition Regulation (FAR) 15.209 (c) and corresponding clause 52.215-3 (Request for Information or Solicitation for Planning Purposes - Oct 1997). This RFI is published only to encourage interested Commercial Business parties capable of providing technical support for use by the Electronic Systems Center, Cryptologic Systems Division, Space COMSEC Branch (HNCS), Lackland Air Force Base, Texas, for planning purposes only.

This RFI does not constitute an invitation for bids, a request for proposal, a solicitation, a request for quote or an indication that the government will contract for the items provided by submitter. The government will not reimburse respondents for any costs associated with the preparation or submission of the information requested.

The Cryptologic Systems Division Contracting Branch (HNCK) is in the process of determining the acquisition strategy for purchasing the following equipment: MYK-5, MYK-7A, MYK-7F4, MYK-7F6, MYK-11, MYK-12A, MYK-16B, MYK-17B, MYK-18, KIT-223A, CARDHOLDER, Flight Decrypt Chip ASIC (U UBJ), Pegasus Ground ASIC, MYK-16 EKMS Benign Fill Module Kit (Z AYI 16), MYK-17 EKMS Benign Fill Module Kit (Z AYI 17), KIV-7MS, KIV-7MS Test Set, KGR-777, Gryphon ASIC (U-RTK, QML-V), Gryphon ASIC (U-RTK, QML-Q), Gryphon ASIC (U-RTK, EM), Gryphon Flight Aeronautical Vehicle Equipment (AVE) (Secret and below), Gryphon Flight AVE (Top Secret/TPI) products. This requirement is anticipated to be a Firm-Fixed Price (FFP) effort.

The objective of this effort will require the vendor to obtain the cited COMSEC equipment and ancillaries produced by SafeNet Government Solutions, LLC. In order to do so, the vendor must be an authorized reseller, provide a best value to the government, and fulfill the timeline requirements necessary to meet the government's needs. The following questions must be answered by any party interested in responding to a future RFP: MARKET SURVEY



1. Is there any vendor who sell products listed above with similar characteristics that could be an alternate source for commercial NSA Type 1 Space and Flight products that meets the needs of the government?

2. Are the items listed above commercial products that meet the FAR, part 2 definitions?

3. Are you an authorized seller of NSA Type 1 Encryption devices? If no, proceed to General Question 1.

4. Are you an authorized reseller of the SafeNet products: MYK-5, MYK-7A, MYK-7 F4, MYK-7 F6, MYK-11, MYK-12A, MYK-16B, MYK-17B, MYK-18, KIT-223A, CARDHOLDER, Flight Decrypt Chip ASIC (U UBJ), Pegasus Ground ASIC, MYK-16 EKMS Benign Fill Module Kit (Z AYI 16), MYK-17 EKMS Benign Fill Module Kit (Z AYI 17), KIV-7MS, KIV-7MS Test Set, KGR-777, Gryphon ASIC (U-RTK, QML-V), Gryphon ASIC (U-RTK, QML-Q), Gryphon ASIC (U-RTK, EM), Gryphon Flight Aeronautical Vehicle Equipment (AVE) (Secret and below), Gryphon Flight AVE (Top Secret/TPI)?

5. Do you offer quantity discounts for any product listed in Market Survey questions 4?

6. What is your delivery timeline from receipt of order to delivery any product listed in Market Survey questions 4?

7. Do you stockpile equipment for product listed in Market Survey questions 4? If No, proceed to question 8.

a. Do you maintain device batteries?

b. Do you maintain the latest firmware and software levels on the products?

c. Do you stockpile a quantity 15% greater than typical monthly requirements?

8. If an order exceeds your inventory, what is the delivery timeline for the balance?

9. For a critical need, how quickly could an item listed in Market Survey questions 2 be delivered? GENERAL QUESTIONS:
