Added: Dec 09, 2011 12:52 pm NOTICE OF PROPOSED CONTRACT ACTION (NOPCA): The Electronic Systems Center, Cryptologic Systems Contracting Division (ESC/HNCK), Lackland AFB, San Antonio TX, intends to award on a sole source basis a firm-fixed-price requirements-type contract for the production of ACTS (AEHF COMSEC TRANSEC SYSTEM) hardware supporting the AEHF (Advanced Extremely High Frequency) Program. The ACTS hardware was developed by the Original Equipment Manufacturer (OEM) L-3 Communications East, 1 Federal Street, Camden, NJ. 08103, CAGE CODE: 11447. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source IAW 10 U.S.C. 2304(c) (1) as implemented by FAR 6.302-1, only one (1) responsible source. L-3 Communications East is the only vendor known to the Air Force capable of producing the ACTS hardware, because as the OEM it has the required engineering knowledge, expertise, and complete drawing package to do so. An ESC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsman concerned parties should first address their concerns, issues, disagreements, and/or recommendations to the Contracting Officer for consideration. IAW AFFARS 5352.201-9101, the ability to contact an Ombudsman will be included in this acquisition's solicitation and contract. Those interested firms must indicate whether they are a large, small, and small-disadvantaged, 8(a), or women owned business and whether they are U.S. or foreign owned.
