Description
The U.S. Department of education (ED), office of planning, evaluation, and policy development (opepd), policy and program studies service (ppss), requires a contract to support a five-year study of 1,000 chronically low-performing schools that will be targeted by states for aggressive improvement efforts using over 5 billion dollars in american recovery and reinvestment act of 2009 (arra) funds, title i school improvement grant funds, and other potential funding sources. The five objectives of this evaluation are to: 1) provide ED with periodic reports on the progress of the entire cohort of struggling schools that are the focus of special turnaround efforts under arra; 2) examine the basic approaches taken to school turnaround, including the extent to which states and districts pursue more aggressive efforts than those undertaken under no child left behind; 3) identify critical components of successful school turnaround; 4) provide regular feedback to states, districts and schools on observed turnaround evidence; and 5) examine how states and districts allocate and use school improvement grant funds under sections 1003(a) and 1003(g).
