About this award

The Federal Transit Administration's Office of Civil Rights awarded a delivery order to Milligan & Company LLC, a minority-owned, veteran-owned, and small disadvantaged business based in Philadelphia, Pennsylvania, to conduct compliance reviews and prepare detailed reports on transit agencies' adherence to Title VI, Title VII Equal Employment Opportunity, and Disadvantaged Business Enterprise program requirements. The contract, valued at $37,407.14 and completed by March 16, 2018, required the contractor to examine operations, oversight, and policy practices of Federal Transit Administration recipients to identify conformance or noncompliance with Department of Transportation regulations and FTA guidance. No small business set-aside was used for this delivery order, though the contractor's small disadvantaged business status made it eligible for consideration.

This delivery order was issued under an indefinite-delivery, indefinite-quantity contract vehicle, consistent with Milligan & Company's extensive experience supporting the FTA's Comprehensive Oversight Review and Technical Assistance Program. The contractor has established itself as a specialized provider of transportation sector compliance services, with documented expertise in conducting program reviews, compliance assessments, and technical assistance to federal transit grantees. The work performed under this delivery order contributed to the FTA's broader mission of ensuring that transit agencies nationwide comply with federal civil rights requirements and transportation program regulations.
