The Federal Bureau of Prisons, Field Acquisition Office in Grand Prairie, Texas intends to make a single award for the provision of vocational programs: electrical, plumbing, and diesel for inmates at the Federal Correctional Institution (FCI) EL Reno, Oklahoma. The North American Industry Classification System (NAICS) Code is 611519 (Size Standard: $15,000,000). This solicitation is being issued as unrestricted. The Government contemplates awarding of a contract with firm-fixed unit prices resulting from this solicitation. The anticipated Effective Date of Award (EDOA) is June 1, 2019. The resulting contract will include a base year from the EDOA tough September 30, 2019 with four (4) possible 12-month option periods for renewal which will be October 1st tough September 30th of each year at the discretion of the Government. There is a possible 6 month extension period in accordance to FAR 52.217-8 (Option to Extend Services). There is an estimated quantity of 1,176 sessions for the base year and 5,187 sessions per option year and 2,646 sessions for the 6 month extension. All duties shall be performed in accordance with standards and methods generally accepted within the industry and in compliance with all Federal and State policies and regulations. The Bureau of Prisons has a future requirement for vocational programs (electrical, diesel, and plumbing) for the inmates held in the custody of the Department of Justice, Federal Bureau of Prisons, located at the Federal Correctional Institution (FCI) El Reno, Oklahoma. All duties shall be performed in accordance with standards and methods generally accepted within the industry and in compliance with all Federal and State policies and regulations. The contractor will provide vocational training in accordance with the Statement of Work. The Government contemplates awarding of an indefinite-delivery, requirements-type contracts with firm-fixed unit prices resulting from the future solicitation. The performance period will be for a base year, being Date of Award (DOA) tough September 30th. and four 12 month option periods. The Government anticipates requiring 3,528 session (a session is defined as one hour) for the base period and 5,187 per option periods thereafter. A Government solicitation document to provide these services is being developed, and a contract may or may not result. Market research is being conducted to determine interest and capability of potential sources for this requirement.
