Added: Feb 04, 2016 2:18 pm In accordance with Federal Acquisition Regulation (FAR) Part 5, this synopsis is for training delivery services for the Department of Homeland Security (DHS)/Federal Emergency Management Agency (FEMA)/Center for Domestic Preparedness (CDP) located in Anniston, AL. The Acquisition Operations Division/Preparedness Section intends to award a firm-fixed-price/cost-plus-fixed-fee hybrid contract award under the authority of FAR Part 15. The objective of this procurement is to obtain reliable, efficient, and effective training delivery services. No Solicitation or Request for Proposal (RFP) is currently available.This is a full and open competitive acquisition. There are no set-aside restrictions. The competitive solicitation, all amendments, and any questions and answers related to this procurement will be made available via the internet at http://www.fedbizopps.gov on or about February 24, 2016, with proposals being due about 30 days later. It is the responsibility of interested firms to monitor this internet site (www.fedbizopps.gov) for the release of this solicitation as well as any amendments. The NAICS code is 611430. The Small Business Size Standard for this NAICS is $11.0 million. Any responsible concern may submit a proposal that will be considered by the Government.This pre-solicitation notice does not commit the Government to the issuance of a solicitation or award of a contract. No paper copies of the solicitation will be available. No phone calls or facsimile transmissions will be accepted. A firm-fixed-price/cost-plus-fixed-fee contract award is anticipated. Award will be based on best value using non-priced and price factor trade-offs. The Period of Performance is estimated as follows: a one month transition period followed by 11 months of services for the base period. The contact will also include four (4) 12-month option periods. The anticipated contract start date is August 1, 2016.The Center for Domestic Preparedness is a national training facility located in Anniston, Alabama that prepares state and local emergency response personnel to respond to all hazards, including terrorist attacks using weapons of mass destruction, by providing advanced, hands on training. This national training program was developed for state, local, tribal, Federal, private sector and international responders from Fire Service, Law Enforcement, Emergency Medical Services, Emergency Management, HazMat, Public Health, Healthcare, Public Communications, Public Works and Government Administrative and other emergency response personnel, their trainers and supervisors. Training courses provided by the CDP provide specific knowledge and expertise for deterrence, prevention and response to Chemical, Biological, Radiological, Nuclear and Explosive (CBRNE) incidents; mass casualty incidents; and incidents involving hazardous materials by providing advanced, hands-on and classroom-based state of the art training.The intention of this requirement is to obtain contracted training delivery services to support the U.S. Department of Homeland Security (DHS)/Federal Emergency Management Agency (FEMA)/National Preparedness Directorate/National Training and Education Directorate/Center for Domestic Preparedness (CDP) located in Anniston, Alabama. The contractor shall provide all training delivery services as identified in the performance work statement (PWS). The objective of this procurement is to obtain reliable, efficient and effective services by applying a sound management and technical approach that will provide the best value and meet the objectives described in the performance work statement.The primary function to be performed is delivery of training courses. The courses must be delivered by qualified instructors who are subject matter experts. The delivery contractor is the focal point of training operations for the CDP programs. The contractor will be responsible for training, to include the providing of instructional staff, training equipment and logistical support, and training safety operations. In performing these functions the contractor shall provide all labor, supervision, administration, and equipment unless specifically identified as Government furnished.The incumbent contractor for this requirement is Leidos, under contract number HSFE20-12-C-0230. Sources Sought notice # HSFEEM-15-JS-0001 was previously issued for this requirement.A pre-proposal site visit at CDP, Anniston, AL, is anticipated approximately 10 days after the solicitation is issued.
