This is a Sources Sought Notice (SSN) to identify Small Businesses as well as other organizations that are interested and capable of performing on the anticipated E3/ED, Data and Evidence for Education Programs (DEEP) activity. The U.S Agency for International Development (USAID), Bureau for Economic Growth, Education, and Environment (E3), Office of Education (ED) is issuing this Sources Sought Notice which is intended to:

-Conduct market research in accordance with FAR Part 10 to gauge the interest and capabilities of small business concerns as well as other organizations to provide services as described in the draft Statement of Work (SOW) titled "E3/ED, Data and Evidence for Education Programs (DEEP);
-Solicit and obtain input, advice, knowledge, and best practices from organizations interested in participating in USAID efforts to improve upon the quality and application of data and evidence within the global education sector.
-USAID accepts and appreciates feedback from other potential partners who are not classified as a small business. If other than a small business, please indicate the type of business and submit information according to the instructions herein.

E3/ED has two primary objectives for DEEP: first, to support the office in tracking progress towards meeting our strategic objectives, as outlined in USAID's Education Strategy; and second, to provide analytic support to refine our strategic objectives and inform future programming. To meet these objectives the office has three primary tasks in mind. The first is to gather data from our Missions around the globe and prepare it for dissemination and use. Second is to carry out analyses of these global data to help inform office level decisions regarding programming priorities and Mission and Office level target setting. Third is to promote the continued use of evidence for decision making and priority setting through strategic dissemination of education analytic products and technical assistance to support data utilization in project management.
