About this program
The Department of Homeland Security's US Citizenship and Immigration Services (USCIS), through its Office of Citizenship, Partnership and Engagement, awards Project Grants under the Citizenship Integration Training Academy program (CFDA 97.154) to organizations selected in competitive rounds; the most recent awards were issued by September 30, 2024.
The program funds the establishment and operation of citizenship education programs for lawful permanent residents, with a mandatory three-year grant performance period. Year one consists of twelve months of virtual instructor training for recipient staff, designed to build technical capacity and program-development knowledge. Years two and three shift to direct program implementation, during which USCIS provides ongoing technical assistance. Recipients may optionally pursue Department of Justice Accredited Representative status during year one—training costs and designated staff time are reimbursable through the grant—to enable the organization to offer naturalization application services alongside citizenship education in years two and three.
The program explicitly targets organizations that have not previously received USCIS grant funding, making it a mechanism for expanding the instructor and program base. USCIS does not renew grant agreements; recipients must reapply competitively to pursue subsequent funding. Grant records must be retained for three years from submission of the final expenditure report, or longer if litigation, audit, or other actions are pending.
The source does not report recent grant award amounts, the number of awards issued in recent rounds, the total federal dollars obligated in recent fiscal years, or the distribution of assistance types beyond the Project Grant frame. No Notice of Funding Opportunity announcements or application deadlines beyond the September 30, 2024 award date for FY24 applications are present in the source. The program is subject to 2 CFR 200 Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards.
