About this program

The Federal Emergency Management Agency funds development and delivery of training solutions addressing national preparedness gaps through the National Domestic Preparedness Consortium (CFDA 97.145), with a current opportunity posted July 1, 2026 and due July 31, 2026.

The program supports creation and nationwide delivery of learning solutions that enable communities to address evolving and emerging threats and hazards and close capability gaps aligned with the National Preparedness Goal—building a secure and resilient nation with capabilities to prevent, protect against, mitigate, respond to, and recover from threats and hazards. Training courses developed under the program are hosted on firstrespondertraining.gov for broad access. Award periods run 24 months.

FEMA structures awards as Cooperative Agreements with Other applicant types, establishing collaborative relationships between the agency and recipients on training development and delivery. The program operates within the National Training and Education System, which feeds into the larger National Preparedness System and informs resource allocation against core capabilities defined in the National Preparedness Goal.

FEMA posts opportunities annually in late July. The FY 2026 solicitation (DHS-26-NPD-005-00-98) opened July 1, 2026 with a due date of July 31, 2026. The FY 2025 solicitation (DHS-25-NPD-005-00-98) posted July 28, 2025 with a due date of August 11, 2025, indicating a predictable annual funding cycle. The source does not provide recent grant awards, award dollar values, or funding volume metrics. Applicants submit through FEMA Grants Outcomes at go.fema.gov. Selection criteria and detailed award procedures are contained in each year's Notice of Funding Opportunity on grants.gov.
