About this program
The U.S. Coast Guard is awarding $64 million in federal financial assistance for construction of the National Coast Guard Museum in New London, Connecticut, to the National Coast Guard Museum Association (NCGMA) under CFDA 97.140, pursuant to Section 7201 of the National Defense Authorization Act for Fiscal Year 2026 (Pub. L. 119-60, December 18, 2025).
This is a single, non-competitive, Congressionally directed Cooperative Agreement. The program has disbursed one grant award to date: a $50 million Cooperative Agreement (70Z02323MO0001659) to NCGMA for National Coast Guard Museum construction, obligated September 13, 2023, with an ultimate completion date of December 31, 2025. No recent grant opportunities have been posted; applicants should contact U.S. Coast Guard Headquarters (CG-COMMS-5/NCGM) for application deadlines and to confirm whether solicitation remains open.
This funding line is narrowly scoped to support the physical construction of a single museum facility. The Department of Homeland Security U.S. Coast Guard is the sole funding agency under this Assistance Listing. Combined federal dollars obligated total $50 million against the authorized $64 million, indicating remaining capacity under the authorization.
Recipients must comply with all requirements of the existing Cooperative Agreement, Memorandum of Agreement, license, and any subsequent MOAs. NCGMA is subject to single audit requirements under 2 CFR 200, Subpart F if annual federal expenditures exceed $1 million, and must maintain financial records and supporting documentation for three years from the date of final expenditure report submission. The Commandant of the Coast Guard approves awards upon recommendation of the Funds Program Application Review Team, with assistance distributed via FSMS pursuant to payment requests. Grant disputes other than noncompetitive recipient selection are resolved under 2 CFR 1500 Subpart E.
