About this program
The Department of Homeland Security funds the Bio-Preparedness Collaboratory (CFDA 97.122) to strengthen statewide systems for identifying and responding to biological threats and fostering collaboration among health protection organizations, with the most recent grant award disbursed on September 15, 2017.
Program activity has stalled. The portfolio spans just three awards issued over seven years (2010, 2015, 2017), with no grant opportunities or awards documented since 2017—nine years ago. The program's award cadence was sporadic (one award in 2010, one in 2015, one in 2017), and no recent opportunities have been posted.
The program funds statewide bio-preparedness collaborative systems and national collaboration infrastructure. Recent awards include the National Collaborative for Bio-Preparedness (NCB-P), a cooperative agreement valued at $1.5 million with an ultimate completion date of September 30, 2018, and an earlier NCB-P project grant of $4.4 million (February 2015). The earliest and largest award, issued in June 2010, was the North Carolina Bio-Preparedness Collaborative (NCB-PREPARED), a project grant valued at $16.3 million.
Assistance is split between Project Grants (two awards, 67 percent) and Cooperative Agreements (one award, 33 percent). The Department of Homeland Security Countering Weapons of Mass Destruction office issued the single largest award ($16.3 million), while the broader Department of Homeland Security issued two smaller awards totaling $5.9 million in federal dollars. Combined federal dollars obligated across the portfolio total $22.2 million.
The program is subject to future appropriations. Applicant eligibility, application deadlines, and specific guidance are contained in the program guidance document and funding opportunity announcement; recipients expending $750,000 or more in federal awards annually are subject to single or program-specific audit requirements under 2 CFR 200, Subpart F, due within nine months of fiscal year-end.
