About this program

The Department of Homeland Security funds the Metropolitan Medical Response System (CFDA 97.071) to support the integration of emergency management, health, and medical systems into a coordinated response to mass casualty incidents caused by any hazard, with the most recent grant awards dated October 1, 2004. This program is no longer active; no grant awards have been disbursed in the past two decades. The portfolio contains 103 total awards spanning from 2003 to 2004, with a burst of 102 awards in 2004 and a single award in 2003. The combined federal dollars obligated total $49.8 million.

The program funded local and regional emergency response systems. Recent awards supported mass casualty preparedness and response infrastructure in metropolitan areas and counties nationwide. Representative 2004 awards included $1.9 million to the Hampton Roads Planning District Commission in Virginia, $1.04 million to Rochester, New York, and $900 thousand to Anaheim, California. Smaller awards of $250 thousand to $400 thousand went to cities and counties including Memphis, Tennessee; Dayton, Ohio; Lincoln-Lancaster County Health Department, Nebraska; and Irwindale, Texas.

The assistance-type mix was predominantly Project Grants, representing 97 percent of awards (100 of 103), with two Block Grants and one Cooperative Agreement. The Department of Homeland Security was the sole funding agency, obligating all $49.8 million across the portfolio. Award amounts typically ranged from $250 thousand to $500 thousand, with outliers at both lower ($250 thousand) and higher ($1.9 million) tiers.

No recent grant opportunities are available under this program. The source contains no evidence of grant solicitation or funding activity after October 2004.

Objective and description

Objective

The MMRS program supports the integration of emergency management, health, and medical systems into a coordinated response to mass casualty incidents caused by any hazard. Successful MMRS grantees reduce the consequences of a mass casualty incident during the initial period of a response by having augmented existing local operational response systems before the incident occurs.
