About this program
The Department of Homeland Security (FEMA) operates the Citizens-Community Resilience Innovation Challenge (CFDA 97.053), which has not awarded grants since August 2012. This program is effectively inactive for new funding purposes and should not be pursued.
The program funded community resilience initiatives designed to engage residents in emergency management planning and disaster preparedness. Awards supported projects that mobilized government, nonprofit organizations, and citizens to identify local needs and develop scalable solutions for all-hazards preparedness, drawing on community policing principles to place residents in leadership roles. Recent awards included a $975 thousand project grant in 2012 and a $650 thousand cooperative agreement in 2009 supporting Citizen Corps activities.
FEMA funded all 12 awards under this program, totaling $4 million in federal obligations across a portfolio that ran from 2002 to 2012. The assistance mix was predominantly Cooperative Agreements (58% of awards) with a smaller share of Project Grants (42%). Award volume declined sharply after 2008—the program averaged three to four awards annually from 2006 to 2008, then fell to one award per year in 2009 through 2012. No grant opportunities have been posted since the 2012 award, and the portfolio shows no activity for the past fourteen years. Several recent awards recorded negative federal dollars obligated, indicating closeout adjustments or reductions rather than new funding.
No current or recently posted grant opportunities are available under this Assistance Listing.
Objective and description
- Objective
To bring together government, community leaders, non-profit organizations, and citizens to enhance community resilience for all-hazards emergency events. The Community Resilience Innovation Challenge program seeks to foster a culture of community resilience by identifying needs, mobilizing partners, and creating innovative, motivating, and effective solutions that can be grown, sustained, and replicated. FEMA seeks to spark the dramatic expansion and transformation of current community engagement strategies in the field of emergency management, promoting approaches that take direct steps to put local residents in leadership roles in planning, organizing, and sharing accountability for the success of local disaster management-related projects and programs. FEMA's approach draws inspiration and direction from community policing as a philosophy of how local law enforcement institutions work with residents to identify local priorities, share information and cooperate in decisions about operational directions. The program will make communities safer, stronger, and better prepared to respond to threats of terrorism, crime, public health issues, and disasters of all kinds.
