About this program
The Social Security Administration funds performance reviews and monitoring of representative payees serving Social Security beneficiaries through the Strengthening Protections for Social Security Beneficiaries program (CFDA 96.013), with annual awards posted to GrantSolutions with budget periods beginning August 1st.
The program supports State-designated Protection and Advocacy (P&A) systems to conduct periodic onsite reviews of representative payees and respond to allegations or concerns about payee suitability. Funded P&A systems develop corrective action plans where necessary, refer beneficiaries to other programs or services, and report statistical data on their monitoring activities. A portion of funding flows to a National Association Grantee that provides training, technical assistance, administrative support, and data collection services to state P&A systems.
Applicants are limited to state Protection and Advocacy systems established pursuant to Part C of Title I of the Developmental Disabilities Assistance and Bill of Rights Act. Grants are funded annually with a two-year fund availability period. Awardees that receive approval for two or more budget periods must submit formal continuation applications each year for evaluation prior to additional funding authorization. The Social Security Administration's Office of Administration and Grants (OAG) issues a Notice of Grant Award specifying award amount, purpose, terms and conditions, budget period, anticipated project period, and any cost-sharing requirement.
Recipients must follow the audit procedures in 2 CFR 200, Subpart F and maintain all financial records, supporting documents, statistical records, and grant-related materials for three years after project end, or longer if audit questions remain unresolved. The program's directed announcement structure and annual posting cycle indicate it operates as an ongoing funding line for an established network of state agencies rather than a competitive solicitation process open to new applicants.
