About this program
The Social Security Administration's Analyzing Relationships between Disability, Rehabilitation, and Work program (CFDA 96.011) terminated in February 2025 and is no longer accepting applications; all unspent FY25 funds were deobligated in December 2025, and no Notice of Funding Opportunity will be issued in FY26 or beyond.
Prior to termination, the program operated as a five-year cooperative agreement awarded competitively to educational, policy, or research institutions. The recipient institution served as program manager, coordinating and distributing small stipends to graduate students conducting thesis or written-project research on disability, rehabilitation, and work topics. SSA identified priority research areas for each competition cycle and funded the grants annually, with funds available for up to two years within the five-year agreement period.
The program's core activities were graduate-student research stipends and thesis support on disability-program topics, paired with institution-level program management. Allowable uses included research costs and direct stipend distribution to participating graduate students. Award criteria included adequacy of project plan, qualifications of key personnel, applicant resources, relevance and extent of prior experience, and quality of past performance.
The program terminated pursuant to Executive Order 14151, "Ending Radical and Wasteful Government DEI Programs and Preferencing." SSA has made no announcement of reinstatement or successor funding lines under this Assistance Listing. Organizations currently managing active ARDRAW cooperative agreements or considering redeployment of prior award infrastructure should treat this program as closed for new application activity and federal funding purposes.
Objective and description
- Objective
The objective of the program is to foster new analysis of work, rehabilitation, and disability issues, which may develop innovative and fresh perspectives on disability primarily through graduate students.
- Description
Under the ARDRAW program, SSA competitively awards a five year cooperative agreement to an educational, policy, or research institution for a grant program to distribute small stipends to graduate students for innovative research relevant to rehabilitation, work and the disability program. SSA management will identify suggested priority areas of interest for each competition. SSA funding will support graduate students in producing a thesis or written project that will expand knowledge and understanding of the disability program. The grant program requires that the institution assign an individual or team to serve as program manager to coordinate the research projects. The cooperative agreements are funded annually. There are two components to this program: 1) a program manager to manage the program and award stipends to individual graduate students, and 2) the graduate students who will conduct research on these disability related issues. Note: This program was terminated in February 2025, per Executive Order 14151, "Ending Radical and Wasteful Government DEI Programs and Preferencing." All unspent FY25 were deobligated in December 2025.
