About this program
The Office of National Drug Control Policy (ONDCP), Executive Office of the President, funds athlete drug-testing programs, anti-doping education initiatives, research, and legal enforcement of World Anti-Doping Code compliance in U.S. Olympic and Paralympic amateur athletic competitions, with the most recent grant award issued January 1, 2025 (CFDA 95.004).
The program maintains steady annual award activity at one award per year over the past five years (2021–2025), with a 12-award history reaching back to 2014. The portfolio has obligated $138 million in federal dollars across all awards, with typical recent award magnitudes of $14 million to $15.25 million annually. Recent awards include Project Grant ADA9925G0005 ($14 million, January 1, 2025), Project Grant ADA9924G0004 ($14 million, January 1, 2024), and Project Grant ADA23G10003 ($15.25 million, January 1, 2023). All awards operate as Project Grants, each typically with a 12-month performance period and opportunity for extension.
Funding is concentrated within ONDCP, which has issued nine awards totaling $110.8 million federal dollars obligated, with three additional awards from the broader Executive Office of the President totaling $27.3 million. ONDCP dominates the funding stream by both award count and federal dollars.
Applicant eligibility is restricted to 501(c)(3) nonprofits recognized or acceptable to the United States Olympic and Paralympic Committee, with applicants required to serve as the official U.S. representative for anti-doping coordination and demonstrate expert knowledge of anti-doping requirements and techniques.
