About this program

The National Institutes of Health Fogarty International Center (FIC) funds institutional research training programs in global health through the Institutional Training mechanism (CFDA 93.TW4), awarding grants to institutions to build the next generation of U.S. and international researchers across infectious diseases, non-communicable diseases, and cross-cutting health topics.

FIC issues Institutional Training awards in response to published funding opportunities (NOFOs); the source does not report recent grant award dates, award cadence, or currently open solicitations. The program supports structured international research training delivered by eligible institutions rather than individual fellowships or investigator-initiated research. Institutional Training is the sole assistance type under this listing.

Awards go to institutions of higher education and other non-profit organizations, though eligibility requirements vary by NOFO and applicants must verify requirements before applying. The source does not disclose typical award magnitudes, combined federal dollars obligated, or recent representative awards. No alternative or subordinate funding agencies are named; FIC operates the program directly.

Applications are submitted through grants.gov and assigned by the Center for Scientific Review to a peer-review group that produces an impact score or percentile. FIC's advisory board conducts a second-level peer review assessing scientific merit, program relevance, and fiscal considerations. FIC program staff then evaluate applications against scientific and technical merit, programmatic priorities or set-asides, and budget availability in the funding year. FIC leadership makes final funding decisions; the FIC Grants Management Officer issues the Notice of Award and obligates federal funds. Grantees must retain financial, programmatic, and supporting records for three years from the annual FFR submission date per 2 CFR Subpart F audit requirements.

The source provides no information about current or recently posted funding opportunities, recent award activity, or representative recent grants funded under this program. Organizations considering pursuit should consult FIC's notices of funding opportunity for timing, award structure, and current program priorities.

How to apply

Criteria for selecting proposals

Specific Restrictions Determined at NOFO Level • The major elements in evaluating applications include assessments of: (1) The scientific merit and general significance of the proposed study and its objectives; (2) the technical adequacy of the experimental design and approach; (3) the competency of the proposed investigator or group to successfully pursue the project; (4) the adequacy of the available and proposed facilities and resources; (5) the necessity of the budget components requested in relation to the proposed project; and (6) the relevance and importance to announced program objectives. The following will be considered in making funding decisions: 1) Scientific and technical merit of the proposed project as determined by scientific peer review; 2) Availability of funds; and 3) Relevance of the proposed project to program priorities.

Award procedure

Applicants submit the grant application in grants.gov following guidance provided in the Notice of Funding Opportunity (NOFO). Center for Scientific Review then assigns the application. A peer review process by Scientific Review Group determines an overall impact score or percentile. A second level peer review is done by FIC's advisory board which determines if there is concurrence with the initial peer review, program relevance, and fiscal considerations. FIC selects proposals based on several factors including scientific and technical merit, programmatic priorities/set-asides, and budget availability that fiscal year. The Board makes recommendations to FIC leadership. After advisory board review FIC program staff evaluate applications. FIC officials under delegated HHS authority consider all factors and make funding decisions. The FIC Grants Management Officer (GMO) issues a Notice of Award (NOA) and only the GMO has authority to obligate federal funds. The NOA is the legally binding document which obligates federal funds. The NOA specifies the approved budget period which is the specific time interval within the project period for which funds are provided.

Renewals

Competing renewal applications may be submitted if allowed by the NOFO.

Appeals

A Principal Investigator (PI) may question the substantive or procedural aspects of the initial scientific review of his or her application by communicating with FIC staff.
