About this program
The National Institutes of Health under the Department of Health and Human Services administers the 21st Century Cures Act - Cancer Moonshot Research Projects (CFDA 93.CA7), which funds cancer research initiatives including cancer vaccine development, sensitive diagnostic test development, immunotherapy for adults and children, combination therapy development, tumor evolution research, implementation science, and higher-risk research with transformative potential for cancer therapy.
The program funds Project Grants supporting investigator-led oncology research across the scope outlined. Scientific and technical merit drives funding decisions, with all applications undergoing peer review and National Cancer Advisory Board evaluation. Awards are assessed on scientific significance, experimental design adequacy, investigator competency, facility adequacy, budget justification, and relevance to program priorities. Principal investigators may appeal substantive or procedural aspects of review within 120 to 180 days.
No recent grant awards or current grant opportunities appear in the available source materials. The source provides program structure and review criteria but does not include portfolio data on award volume, funding concentration, typical award magnitudes, recent recipients, or active solicitation timelines. Without recent awards or open opportunities, the current activity status and pursuit readiness of the program cannot be determined from this source.
Eligible recipients must comply with 2 CFR Part 200 audit requirements, including retention of financial records for three years following submission of the final financial status report. Grants and cooperative agreements remain subject to inspection and audit by the Department of Health and Human Services and other federal officials.

- Description
To provide support for initiative funding under the 21st Century Cures Act to support cancer research, such as the development of cancer vaccines, the development of more sensitive diagnostic tests for cancer, immunotherapy for adults and children, the development of combination therapies, deeper understanding of tumor evolution, the development of implementation science, as well as research that is inherently higher risk, but that has the potential to transform cancer therapy, and research that seeks to address major challenges related to cancer.
How to apply
- Criteria for selecting proposals
The major elements in evaluating applications include assessments of: (1) The scientific merit and general significance of the proposed study and its objectives; (2) the technical adequacy of the experimental design and approach; (3) the competency of the proposed investigator or group to successfully pursue the project; (4) the adequacy of the available and proposed facilities and resources; (5) the necessity of the budget components requested in relation to the proposed project; and (6) the relevance and importance to announced program objectives. The following will be considered in making funding decisions: 1) Scientific and technical merit of the proposed project as determined by scientific peer review; 2) Availability of funds; and 3) Relevance of the proposed project to program priorities.
- Award procedure
All applications are evaluated by scientific authorities for scientific and technical merit. Applications must also be reviewed by the National Cancer Advisory Board. All competitive applications compete for available funds on the basis of scientific and technical merit, program relevance, and program balance, consistent with NCI and NIH priorities and strategic plans.
- Appeals
From 120 to 180 days. A principal investigator may question the substantive or procedural aspects of the review of his/her application by communicating with the staff of the Institute. A description of the NIH Peer Review Appeal procedures is available on the NIH homepage https://grants.nih.gov/grants/guide/notice-files/not-od-11-064.html
