About this program

The National Institutes of Health (NIH) funds research projects and cooperative agreements under the All of Us Research Program (CFDA 93.ALL) to gather health data from one million or more diverse people living in the United States and accelerate precision medicine research informed by individual differences in lifestyle, environment, and biology.

The source provided does not include a grant award portfolio block, recent grant awards, or open grant opportunities, so current activity status, award cadence, funding concentration, and recent award examples cannot be determined from the material supplied. The program description indicates that grants and cooperative agreements are funded based on scientific merit, program relevance, and program balance on an annual basis, with initial awards providing funds for the first budget period (usually 12 months) and a Notice of Award letter indicating support recommended for the remainder of the project period. Other Transactions are also available under the program and are awarded based on criteria stated within individual research opportunity announcements.

Review of grants and cooperative agreements encompasses peer review criteria from the specific funding announcement, significance, approach, and innovation of the proposed research, competency of the principal investigator, adequacy of resources and environment, proposed budget and requested period of support, and where applicable, adequacy of measures for protecting against adverse effects upon humans, animals, or the environment. Applications for renewal are reviewed and selected for funding competitively. Processing time for grants and cooperative agreements is approximately 10 months; Other Transactions vary by initiative.

Funding is subject to 2 CFR 200 (Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards) for grants and cooperative agreements; Other Transactions are governed by Section 402(n) of the Public Health Service Act. Non-federal entities expending $750,000 or more in federal awards annually are subject to single or program-specific audit. Grantees must retain expenditure records, financial records, and administrative records for 6 years from the date of the last expenditure report submission.
