About this program
The Department of Health and Human Services Centers for Medicare and Medicaid Services funds State Pharmaceutical Assistance Programs (SPAPs) under CFDA 93.786, with the most recent grant awards issued on October 15, 2005.
This program is not currently active. The most recent award cycle occurred in 2005, over twenty years ago. No grant opportunities have been posted recently, and no awards have been disbursed since that single award cycle in fiscal 2005, when 19 Formula Grants totaling $50.6 million in federal dollars were obligated to states operating SPAPs.
The program funds state-level activities to educate SPAP participants about Medicare Part D coverage and to provide technical assistance, phone support, and counseling to help SPAP participants eligible for Part D benefits select and enroll in Part D plans. The funding structure is entirely Formula Grants, with award amounts determined by formula rather than competitive application.
Award magnitudes varied by state. New York received $17.06 million, New Jersey received $11.37 million, and Massachusetts received $4.05 million, while smaller-population states such as Wyoming received $50,782. The median award across the 19 states was approximately $1.17 million, with all awards carrying a completion date of September 30, 2006.
The Centers for Medicare and Medicaid Services was the sole funding source for all 19 awards in the portfolio. No recent grant opportunities are available. Given the two-decade gap since the last award cycle and the absence of any posted opportunities, this program should be considered inactive and not worth pursuing without evidence of renewed federal funding intent.
