About this program
The Department of Health and Human Services Administration for Children and Families distributed supplemental Temporary Assistance for Needy Families (TANF) funds under CFDA 93.716, with the most recent award issued on October 1, 2009. This program is inactive for new funding purposes; no grant awards have been disbursed since that single funding year, which saw 17 Block Grants distributed to states totaling $319.5 million in federal obligations.
The program was designed to provide supplemental TANF funds to states meeting one or more of three criteria: exceptionally high population growth in the early 1990s, historic welfare grants per poor person lower than 35 percent of the national average as of 1994, or a combination of above-average population growth and below-average historic welfare grants per poor person. This was an American Recovery and Reinvestment Act (ARRA) vehicle intended to promote economic and social well-being of children, youth, families, and communities.
All 17 awards issued in fiscal year 2009 were Block Grants administered by the Department of Health and Human Services Administration for Children and Families, which was the sole funding source. Awards ranged substantially in magnitude, from $1,132,701 to Montana up to $60,405,668 to Florida. Other significant awards included $52,707,774 to Texas, $37,283,228 to Georgia, and $36,109,948 to North Carolina. Each award carried a performance period of October 1, 2009 through September 30, 2010.
No recent grant opportunities are posted under this program, and no new funding has been obligated in the past 17 years. This program concluded its appropriation cycle as a temporary ARRA initiative and is not actively soliciting applications.
