About this program

The Centers for Medicare and Medicaid Services (CMS) administers the Drug Vial Size Report program (CFDA 93.685) to fund a discrete study on the federal healthcare costs, safety, and quality impacts of drug waste resulting from weight-based dosing in single-dose vials. The program has not issued a grant award since September 2019, when CMS obligated $1,022,952.46 to fund a single Project Grant with the National Academies of Sciences, Engineering, and Medicine to conduct the congressionally mandated study.

The program's scope is narrowly defined: the funded research assesses federal cost implications of discarded pharmaceuticals, patient safety risks, storage and shipping concerns, FDA guidance on vial sizing, CDC biopharmaceutical manufacturing guidelines, and related quality factors. The study was designed to consult stakeholders including federal health agencies (FDA, CDC, DOD, IHS, VA), specialty physicians and rural practitioners, patient groups, biopharmaceutical manufacturers, health insurers, and healthcare distributors.

The award structure is exclusively Project Grants; the single recent award obligated approximately one million dollars. CMS is the sole funding agency under this listing. The most recent award was issued in September 2019 with an ultimate completion date of March 2021, meaning the funded study concluded over five years ago and no new grant activity has occurred since.

Eligible applicants include states, local governments, public nonprofit institutions, federally recognized Indian tribal governments, U.S. territories, and individuals or families, though the program structure suggests the primary vehicle is a single-award research contract with the National Academies rather than competitive solicitation to broad applicant pools. No current grant opportunity is open, and the source contains no indication that CMS is planning to reopen solicitation under this listing. The program appears dormant following completion of its statutory mandate.
