About this program

The National Institutes of Health, in partnership with the Food and Drug Administration, funds tobacco regulatory science research under the Family Smoking Prevention and Tobacco Control Act (CFDA 93.678), with application deadlines and award activity governed by individual Notices of Funding Opportunity.

The program supports scientific research designed to inform FDA's regulatory authority over tobacco product manufacturing, marketing, and distribution. NIH provides the infrastructure for solicitation, peer review, and award management, while FDA contributes regulatory expertise and identifies research priorities aligned with its tobacco control mandate. The research agenda is established collaboratively across multiple NIH Institutes and Centers, each of which has long-standing tobacco-related research missions. Eligible activities include research grants, cooperative agreements, training awards, SBIR and STTR grants—all subject to standard NIH peer review by scientific panels and Advisory Councils, evaluated on scientific merit, technical merit, program relevance, and program balance.

The source does not provide a grant award portfolio block reporting recent award counts, dollar volumes, assistance-type distribution, funding concentration among agencies, or representative recent awards. No recent grant opportunities are listed in the source. The source confirms that renewal applications are accepted as described in individual Notices of Funding Opportunity and directs applicants to those notices for specific deadlines and eligibility requirements.

Standard federal grants compliance applies: expenditure records and administrative records must be retained for three years from submission of the final expenditure report; scientific data must be maintained per Circular A-110; applicants are excluded from coverage under 2 CFR 200 Subpart E Cost Principles. Applicants may appeal substantive or procedural aspects of peer review through NIH Institute or Center staff.

To evaluate current funding opportunity, pursuit eligibility, and award economics, consult the most recent Notice of Funding Opportunity posted for this CFDA number.

Objective and description

Objective

Description

With the passage of the 2009 Family Smoking Prevention and Tobacco Control Act (Tobacco Control Act), the FDA acquired the authority to regulate the manufacture, marketing, and distribution of tobacco products in order to protect public health. Within the framework of the Tobacco Control Act, NIH provides scientific evidence and data to inform FDA's regulatory actions. Through this partnership, NIH and FDA establish a comprehensive research agenda in tobacco regulatory science. NIH provides the infrastructure for the solicitation, review, and management of scientific research, and several NIH Institutes and Centers have long supported tobacco-related research as part of their missions. The FDA provides the expertise, authority, and resources to support research responsive to FDA's regulatory authority.
