About this program

The Department of Health and Human Services Centers for Medicare and Medicaid Services (CMS) is not currently accepting applications under CFDA 93.644 for State Medicaid agencies to test and report developmental quality measures on maternal and infant health outcomes; the most recent grant opportunity closed on July 7, 2015, and the most recent awards were disbursed on September 10, 2015, making this program inactive for over a decade.

This program funded State Medicaid and CHIP agencies' efforts to collect and report data on contraceptive service provision and pregnancy intention rates as part of the CMCS Maternal and Infant Health Initiative. Awarded grants supported states' development of new developmental quality measures and use of resulting data to increase intended pregnancies through expanded access to effective contraception. The program awarded 14 Project Grants totaling $3.7 million in federal dollars obligated, all to state agencies in a single cohort in 2015. Award magnitudes ranged from $102,715 to $400,000, with typical awards in the $200,000 to $400,000 range. Completion dates on the 14 awards ranged from September 2019 through March 2021, indicating a one-year initial period of performance with option years as described in the program guidance.

Applicant eligibility was limited to the 51 State Medicaid Agencies and Medicaid Agencies in the US Territories. Grant awards were available for an initial one-year period of performance with possible continuation for up to three non-compete option years contingent on satisfactory performance and compliance with award terms.

No recent grant opportunities are posted under this CFDA number. The sole posting in the source is the 2015 solicitation CMS-1F1-15-001 (due July 7, 2015), which solicited data collection and reporting aligned with the CMCS Maternal and Infant Health Initiative, with results subject to public reporting by CMS. Unless CMS has posted a current solicitation outside the source, this program should be watched rather than pursued at present.
