About this program
The Department of Health and Human Services Health Resources and Services Administration operates the Maternal, Infant, and Early Childhood Home Visiting (MIECHV) Research Programs (CFDA 93.615) to fund applied research on the implementation and effectiveness of voluntary home visiting programs serving mothers, infants, young children, and families in at-risk communities. The program's most recent grant awards were disbursed in September 2012, fourteen years ago, and no current grant opportunities are posted.
The program funds research using random assignment designs to the maximum extent feasible, with emphasis on testing the effectiveness of evidence-based home visiting program implementations, evaluating enhancements to existing models (including culturally appropriate adaptations and interventions addressing intimate-partner violence and substance abuse), and investigating mechanisms of change within program components. Research must target outcomes aligned with statutory benchmark domains: maternal and newborn health, child injury and abuse prevention, school readiness, crime and domestic violence reduction, family economic self-sufficiency, and coordination of community resources. The program also supported the Home Visiting Research Network, an interdisciplinary multicenter research forum for collaboration, national research agenda development, methods advancement, data sharing approaches, and professional development of emerging researchers.
All awards in the portfolio were Cooperative Agreements (three total), concentrated entirely within HHS Health Resources and Services Administration. Combined federal dollars obligated totaled $2.6 million across these three awards, with individual award values ranging from $832 thousand to $884 thousand. Three awards were made in fiscal 2012, with project periods extending through August 2016 or 2017.
Eligible applicants are public or nonprofit institutions of higher learning and public or private nonprofit agencies engaged in research or in programs relating to maternal and child health. Critically, entities directly involved in the operation of home visiting programs are ineligible to apply. The most recent posted opportunities, HRSA-12-159 (posted January 17, 2012) and HRSA-12-158 (posted January 9, 2012), had March 2012 due dates. Approved projects receive up to three years of funding pending satisfactory performance and continued appropriation. The program requires applicants to apply electronically through Grants.gov and HHS grants oversight procedures apply.
