About this program

The Department of Health and Human Services Administration for Children and Families operates the Refugee and Entrant Assistance Targeted Assistance Grants program (CFDA 93.584), which ended grant operations in 2017 and is no longer active; the most recent grant award was October 1, 2016.

This program funded employment-related and other social services for refugees, certain Amerasians from Vietnam, Cuban and Haitian entrants, asylees, victims of severe trafficking, and Iraqi and Afghan Special Immigrants in counties with large refugee populations. Eligible beneficiaries had to be within five years of arrival in the United States or grant of asylum. Funding supported state agencies on behalf of qualified counties and state replacement designees; counties requalified triennially based on arrival volume. Grants were issued for three-year project periods with annual budget periods, later compressed to one-year extension periods beginning in fiscal year 2017. Funds had to be expended by the end of the fiscal year following the award year.

Over the program's history through 2016, HHS Administration for Children and Families made 429 awards totaling $433.5 million federal dollars obligated. The assistance mix was predominantly Formula Grants (58 percent of awards) and Block Grants (42 percent). Awards per year averaged between 38 and 45 from 2012 through 2016. Typical award magnitudes ranged from $17,839 to approximately $9.4 million; representative recent awards include Block Grant 17TAFLRTAG for $9.4 million to Florida (October 1, 2016), Block Grant 17TACARTAG for $1.9 million to California (October 1, 2016), and Block Grant 17A4TXRTAG for $1.4 million to Texas (October 1, 2016).

No new grant opportunities are available under this program. The source document explicitly states the current program ended with fiscal year 2017 due to the President's fiscal year 2018 budget request, making this program inactive for funding purposes.
