About this program
The Department of Health and Human Services Centers for Medicare and Medicaid Services operated the Early Retiree Reinsurance Program (CFDA 93.546), which provided reimbursement to sponsors of employment-based health plans for a portion of the cost of benefits for early retirees, their spouses, surviving spouses, and dependents. The program ended January 1, 2014, and is no longer accepting applications or reimbursement requests.
The program ceased accepting new applications on May 5, 2011, after which eligible plan sponsors were limited to submitting reimbursement claims until the program's termination. Applications were processed within approximately two weeks of receipt. The program's structure required plan sponsors to have completed and submitted an application by the May 2011 deadline to be eligible for any reimbursement. Eligible sponsors had to be organizations providing health benefits to early retirees with programs and procedures in place to generate cost savings for participants with chronic and high-cost conditions, appropriate use of reimbursements, protections against fraud and waste, and a signed Plan Sponsor Agreement.
Sponsors were required to maintain records for six years after expiration of the plan year in which costs were incurred, or longer as required by law. Records encompassed all documentation and data related to program regulations and any other records specified by the Secretary. Health insurance issuers and employment-based plans acting on behalf of sponsors also had to maintain and produce records upon request. The program conducted audits of sponsors to ensure compliance with ERRP requirements. Sponsors had the right to appeal adverse reimbursement determinations.
Administrative closeout activities occurred after January 1, 2014. Regulations governing the program appear at 45 CFR Part 149. The program is no longer available for new funding applications or current grant-seeking activity.
