About this program
The Department of Health and Human Services Centers for Medicare and Medicaid Services operated the Pre-Existing Condition Insurance Program (PCIP, CFDA 93.529) as a temporary high-risk health insurance program that concluded on April 30, 2014.
This program is no longer active. The PCIP was established under the Affordable Care Act in 2010 to provide health insurance coverage to uninsured Americans with pre-existing conditions during a transitional period before the Affordable Care Act's main insurance market reforms took effect. States could contract with HHS to operate PCIP programs within their borders. Eligible individuals were U.S. citizens or lawfully present residents with pre-existing conditions who had not held creditable health coverage during the six months prior to application and were residents of a state with an active PCIP program.
The program distributed funding to states through the Payment Management System to cover both administrative costs and medical claims. States that participated exercised option periods through 2013, with the final program year ending April 30, 2014. During the wind-down phase, states were permitted to continue their programs on a month-to-month basis into 2014 until the program's formal closure.
Because the PCIP concluded over a decade ago, it is not a viable funding target for current grant pursuit. Organizations seeking federal funding for health insurance programs or high-risk pool administration should evaluate active successor programs or alternative HHS funding lines under the Centers for Medicare and Medicaid Services or other relevant sub-agencies within the Department of Health and Human Services.
Objective and description
- Objective
The Patient Protection and Affordability Care Act, was enacted on March 23, 2010. The Health Care and Education Reconciliation Act Public Law 111-152, was enacted on March 30, 2010. Collectively, these laws are known as the "Affordable Care Act." Section 1101 of the Affordable Care Act requires that the Secretary of the Department of Health and Human Services (HHS) establish, either directly or through contracts with States or nonprofit private entities, a temporary high risk health insurance program to provide access to coverage for uninsured Americans with pre-existing conditions. (Hereafter, we generally refer to this program as the Pre-Existing Condition Insurance Plan program, or PCIP program, to avoid confusion with the existing State high risk pool programs, which will continue to operate separately.) The PCIP program remained in place from the time of its establishment until April 30, 2014.
