About this program
The Health Resources and Services Administration (HRSA) operated the COVID-19 Claims Reimbursement for the Uninsured Program and the COVID-19 Coverage Assistance Fund (CFDA 93.461) to reimburse eligible health care providers for testing, treatment, and vaccine administration for uninsured individuals; however, HRSA is no longer accepting claims as of the Fiscal Responsibility Act of 2023, and no additional claim payments will be made under either program.
The Uninsured Program reimbursed providers generally at Medicare rates for COVID-19 testing, treatment, and vaccine administration for uninsured patients. The Coverage Assistance Fund reimbursed providers at the national Medicare rate for vaccine administration and for patient charges related to COVID-19 vaccination, including copayments, deductibles, and coinsurance for vaccine administration. Both programs have concluded their claims-acceptance phase, though reporting and auditing requirements continue under the terms and conditions established for each program.
Eligibility for reimbursement varied by program and provider type. Recipients subject to the program's requirements fall under 45 CFR part 75 Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards. Non-federal entities expending $750 thousand or more in federal awards during a fiscal year are subject to single or program-specific audit; those expending less are exempt from federal audit requirements but must maintain records available for review by federal agencies and the Government Accountability Office.
This program is not currently accepting new claims or applications. Organizations should verify compliance with ongoing reporting and auditing obligations if they received reimbursement under either program during its active phase. Additional guidance and terms and conditions are available at https://www.hrsa.gov/CovidUninsuredClaim and https://www.hrsa.gov/covid19-coverage-assistance.
