About this program

The Department of Health and Human Services Health Resources and Services Administration funds dual master's degree programs combining social work and public health through the Leadership in Public Health Social Work Education Grant Program (CFDA 93.330), with the most recent grant awards disbursed on September 30, 2017.

No grant opportunities have been posted since August 7, 2017. The program has not issued a new solicitation in nine years. The most recent grant awards closed approximately nine years ago, indicating the program is effectively dormant for new applications. The source notes that continuing applications may be solicited during the final budget year of approved project periods "depending on Agency priorities and availability of funding," but no such solicitation has materialized in the intervening period.

The program funds training, education, faculty development, and curriculum enhancement within accredited schools of social work and public health that offer dual degree enrollment leading to a Master of Social Work with a macro-level concentration in management and administration paired with a Master of Public Health. Recipients provide students with interprofessional practice experience, leadership and management training, research and evaluation, and policy development preparation.

The program operates exclusively through Project Grants, with 11 awards totaling $2.7 million in federal dollars obligated across the documented activity period (2014–2017). Award magnitudes have been consistent: representative 2017 grants to unnamed recipients funded $299,948 and $300,000 respectively, with a 2014 award to an unnamed recipient at $599,742. The program administers three-year project periods with funds drawn from the HHS Payment Management System.

Eligibility is restricted to accredited schools of social work offering a dual master's degree in both social work and public health that have previously received HRSA support under this program. Federally Recognized Indian Tribal Governments and Native American Organizations may apply if otherwise eligible. The program requires applicants to meet five evaluation criteria: Purpose and Need, Response to Program Purpose, Impact, Organizational Information/Resources/Capabilities, and Support Requested. Award notification occurs 120–180 days after application receipt.

Critical indicators have been developed for each review criterion to assist the applicant in presenting pertinent information related to that criterion and to provide the reviewer with a standard for evaluation. Competing applications are reviewed by non-Federal expert consultant(s) for technical merit recommendations. Applications will be reviewed and evaluated against the following criteria: (1) Purpose and Need; (2) Response to Program Purpose; (3) Impact; (4) Organizational Information, Resources and Capabilities; and (5) Support Requested.
