About this program
The Department of Health and Human Services Agency for Toxic Substances and Disease Registry administers the Surveillance of Hazardous Substance Emergency Events program (CFDA 93.204), which funds State health departments to develop, implement, and evaluate surveillance systems for monitoring hazardous substance emergency events and their public health impact; the program's most recent grant award was disbursed on September 30, 2009.
The program has been inactive for 17 years. No grant awards have been made since 2009, and no recent grant opportunities are present in the source. The portfolio spans 25 total awards from 2004 through 2009, with the highest activity in 2004 (14 awards) and sporadic activity thereafter (2 awards in 2005, 2 in 2006, 7 in 2009). Combined federal dollars obligated total $7.3 million across all awards in the program's history.
Awards funded by the single funding agency are predominantly Block Grants (56 percent of the 25 awards), with smaller shares of Cooperative Agreements (32 percent) and Project Grants (12 percent). Typical award magnitudes ranged from approximately $70 thousand to just under $1 million, with most Block Grants and Cooperative Agreements falling in the $500 thousand to $700 thousand range. Recent Cooperative Agreements funded the National Acute Hazardous Substances Incident Surveillance and Prevention Program across multiple State jurisdictions; awards in that cohort (September 2009) included $607 thousand, $567 thousand, $695 thousand, $545 thousand, $651 thousand, $602 thousand, and $532 thousand. Project Grants were smaller, ranging from $70 thousand to $365 thousand. Block Grants were similarly modest, ranging from approximately $62 thousand to $214 thousand per award.
Do not pursue this program. The 17-year funding gap and absence of any recent solicitation signals that this program is no longer active. State health departments and related entities should monitor the ATSDR portfolio for successor programs or related funding lines in hazardous substance surveillance and emergency response.
