About this program

The Department of Health and Human Services administered this disaster-relief construction program under CFDA 93.096, with the most recent grant award disbursed on May 15, 2014.

This program funded reconstruction of biomedical and behavioral research facilities damaged by Hurricane Sandy in FEMA-declared major disaster states. The two awards on record supported restoration of research buildings: the Alexandria Center for Life Science-West facility received $19.5 million, and a New Science Building received $29.4 million. Both awards were Project Grants with completion dates in 2019.

The program is inactive. Only two awards were made, both in 2014, and no grant opportunities have been posted since. Combined federal dollars obligated totaled $48.9 million, entirely from the Department of Health and Human Services. The program's authorizing statute, the Relief Appropriations Act of 2013, was narrowly scoped to disaster response and recovery tied specifically to Hurricane Sandy; no subsequent appropriations or reauthorizations have extended its scope or created new funding cycles.

Pursuit of this program is not recommended. The authorization was time-limited and contingent on a specific disaster declaration that has long since concluded. No current grant opportunities exist, and the absence of any awards in the past twelve years indicates the program is closed to new applicants.
