About this program
The Northern Border Regional Commission awards grants under Assistance Listing 90.601 to develop economic capacity across a 60-county region spanning Maine, New Hampshire, New York, and Vermont, with the next full application deadline of April 17, 2026 for the Spring Round and October 16, 2026 for the Fall Round.
The program funds transportation infrastructure, basic public infrastructure, telecommunications infrastructure, workforce development and job skills training, business development and entrepreneurship, health care and public services in economically distressed areas, resource conservation and tourism, renewable and alternative energy development, and forest economy sector growth. All grants carry a three-year performance period. Awards are reimbursement-based and require applicants to complete NEPA and maintain SAM.gov banking enablement. Applications must first pass eligibility review before full application invitation; the program uses a two-round annual cycle with pre-applications due by February 27, 2026 for Spring and August 28, 2026 for Fall, followed by full applications approximately six weeks later. Estimated award announcements fall in June and December respectively.
Eligible applicants include States, local governments, Indian tribes, and public and nonprofit organizations. Each state within the region scores applications independently using consistent criteria: Approach and Methodology, Budget Documentation, Capacity and Qualifications, Project Readiness, Project Impact, and Economic Impact. Multi-state projects may be awarded in some states but not others. Final award decisions require joint approval of the Federal Co-Chair and the Governor's Alternates, the five-member governance body. Grantees may appeal noncompliance findings within 30 days to the Federal Co-Chair, with further appeal to the Governor's Alternates whose determination is final. Project files must be retained for three years after closeout.
