About this program

The Department of Education administered Consolidated Grants to the Outlying Areas, Recovery Act (CFDA 84.402), a Formula Grant program that consolidated allocations from four American Recovery and Reinvestment Act of 2009 education programs for Insular Areas, with the most recent grant award dated February 17, 2009.

This program is no longer active. The Department of Education made four Formula Grant awards in 2009 to Insular Areas, all with completion dates of September 30, 2010. No grant awards have been disbursed since 2009, and no current grant opportunities are open. The program was a one-time Recovery Act vehicle that consolidated annual grants combining eligibility under ESEA Title I, Part A Grants to Local Educational Agencies; ESEA Title I, Section 1003(g) School Improvement Grants; Title II, Part D Educational Technology State Grants; and McKinney-Vento Homeless Assistance Act Title VII-B Grants into a single consolidated payment to eligible Insular Areas.

The program funded state-administered formula grant programs operated by the Department of Education in Insular Areas. All four 2009 awards were Formula Grants, representing 100 percent of the program's portfolio. The Department of Education was the sole funding agency across all awards. The four awards obligated combined federal dollars with negative values indicating account adjustments or reversals totaling negative $415,818. Individual award amounts ranged from negative $692 to negative $337,021.

This program does not merit pursuit. Recovery Act funding expired more than 17 years ago, no opportunities have been posted since 2009, and no new grant awards have been made since the initial 2009 distribution. Do not allocate business development resources to this line.
