About this program

The Department of Education Office of Safe and Healthy Students funded civic and government education programs under CFDA 84.304, with the most recent grant award issued October 1, 2010—over 16 years ago. This program is not currently active and has issued no new awards since 2010.

The program supported two distinct domestic and international initiatives. The Cooperative Civic Education and Economic Education Exchange Program provided exemplary curricula and teacher training in civics, government, and economics education to eligible countries; facilitated adaptation and institutionalization of those programs; enabled student exchanges drawing on participating countries' experiences; created forums for idea-sharing among political, educational, governmental, and private sector leaders across participating nations; and funded independent research evaluating how civic education programs develop constitutional knowledge, democratic participation skills, and understanding of market economies. The domestic We the People: The Citizen and the Constitution program enhanced student attainment of challenging academic content standards in civics and government, provided instruction on constitutional democracy and the history of the Constitution including the Bill of Rights, and conducted annual national competitions of simulated congressional hearings. The program also supported activities to improve public knowledge of and support for democracy through grant competitions.

All 32 grants in the portfolio were Project Grants distributed solely by the Department of Education Office of Safe and Healthy Students, obligating $147.7 million in federal dollars across a 25-year grant history from 2001 to 2010. Award volume ran between four and seven grants per year from 2006 through 2010. Individual awards ranged from approximately $462 thousand to $21.6 million, with representative 2010 awards including a $21.6 million Cooperative Civic Education and Economic Education Exchange Program grant, a $5 million grant for the same program, and a $2.8 million grant for the same initiative. Larger awards to the We the People Program—Directed component reached $17 million in 2009 and $16.9 million in 2008.
