About this program
The Department of Education Office of Career Technical and Adult Education funds grants under CFDA 84.245 to eligible tribally controlled postsecondary career and technical institutions for career and technical education (CTE) services and basic support for Indian student education and training, with the most recent grant award dated September 2019. This program shows low recent activity: only six awards have been disbursed across a 18-year period, with the most recent grants issued in 2019 and no new opportunities posted since July 2019. The last solicitation closed more than seven years ago.
All awards under the program are Project Grants structured for multi-year institutional support. The Department of Education Office of Career Technical and Adult Education is the sole funder, obligating $193.1 million in combined federal dollars across the six awards. Award magnitudes are substantial: Navajo Technical University received $60.6 million for its Technical and Career Educational Project (2019–2025), and United Tribes Technical College received $30.4 million for its TCPCTIP program (2019–2025). Earlier grants from 2010 to Navajo Technical College ($58.9 million) and UTTC ($37.4 million) demonstrate a pattern of major, multi-million-dollar awards to the same two institutions.
Eligible applicants are tribally controlled postsecondary career and technical institutions that meet strict criteria: formal control by an Indian tribe's governing body; a technical degree- or certificate-granting program; a majority-Indian board; demonstrated adherence to tribal economic and self-sufficiency goals; at least three years of operation; accreditation or candidacy with a nationally recognized postsecondary vocational accreditor; a minimum enrollment of 100 full-time-equivalent students (majority Indian); and no current federal support under Title I of the Tribally Controlled Colleges and Universities Assistance Act of 1978 or the Navajo Community College Act. The program is not currently pursuing new grant awards: no opportunities have been posted since 2019, and the most recent awards are now entering their final completion phases (two grants complete by July–August 2025). Continuation awards are made contingent on acceptable performance reports and available appropriations.
